MESA's Initiatives are the fundamental way the institute engages changemakers and young policy scholars, closing the distance between where next generation policy thinking is produced and where it actually shapes decisions. MESA influences by building the intellectual credibility and public reach that puts next gen policy thinking into circulation. It activates by placing policy experts directly inside emerging market governments, closing the gap between research production and policy uptake in the places that need it most. And it innovates by funding and connecting local youth innovators with the capital and networks to turn policy ideas into civic action.

MESA influences by building the intellectual credibility and public reach that puts next gen policy thinking into circulation. It activates by placing policy experts directly inside emerging market governments, closing the gap between research production and policy uptake in the places that need it most. And it innovates by funding and connecting local youth innovators with the capital and networks to turn policy ideas into civic action.

Together, these three functions make MESA's Initiatives a core operational component of the institute, not a side program, carrying an idea from published research, to government practice, to action on the ground.

NEXUS (Network for Evidence, Exchange and Unlocking Systems), MESA's regional policy fellowship model. Launched as NEXUS Africa, the model is designed to extend to the Pacific and Latin America as MESA's footprint grows, building a self-reinforcing regional research and leadership pipeline that outlasts any single Fellow's term. NEXUS Africa embeds six postdoctoral Fellows inside partner ministries across Sierra Leone, Togo, Senegal, Chad, and Nigeria, each serving a dual mandate as technical policy advisor and interlocutor bridging government, civil society, universities, and international partners — working across priority areas like macroeconomic stability, climate transition, youth employment, and digital transformation. Fellows are paired with local researchers through a university prize competition and an annual leadership forum, so the resulting policy work is built for the government using it rather than adapted downward from research designed elsewhere.

Building the intellectual credibility and public reach that puts next-gen policy thinking into circulation, through the research, commentary, and platforms MESA produces including policy briefs, the Next Vanguard podcast, and MESA's fellowship program. The flagship of this pillar is Z-COP, a youth summit co-convened with The Global Call. Running simultaneously across multiple countries rather than a single location, Z-COP organizes youth leaders worldwide around four levels of action — Self, Community, Institutions, and Systems — moving beyond discussion into concrete action on the issues shaping their future.

This framework enables MESA to demonstrate accountability, continuously improve its work, and ensure that research, convening, and policy engagement translate into tangible public value.
