Jay Stout is a cybersecurity and national security policy professional working at the intersection of emerging technology and democratic governance. A U.S. Air Force veteran and former NSA cyber intelligence analyst, he helped stand up a Cyber National Mission Force team before moving into policy as a TechCongress Congressional Innovation Scholar. In the U.S. House of Representatives, he drafted federal cyber-workforce legislation and later laid the foundation for New York State's data-broker regulatory strategy. He holds a Master of International Affairs with a concentration in Technology and International Security Policy from Columbia's School of International and Public Affairs, and his current focus is the governance of emerging technologies such as artificial intelligence.
