Heloise holds two bachelor's degrees, in economics from Sciences Po Paris and in law from Université Paris II Panthéon-Assas, and dual master's degrees in public policy, with specialisations in economic policy and in energy and environmental policy, from the London School of Economics and Columbia University. She recently completed a pre-doctoral research associate position at the University of California-Berkeley, where she contributed to applied research projects in the Democratic Republic of Congo focused on fiscal reform and revenue mobilisation, combining macro-fiscal analysis, administrative data, and quantitative methods including RCTs. She is currently working as a strategic consultant in Morocco on public policy, with a focus on public investment and the energy sector.
