Wiktor Babinski is a PhD Candidate at Yale University, where he works under Professors Timothy Snyder and Arne Westad on a doctoral thesis titled "The East European Question: How Polish thought anticipated and shaped modern Eastern Europe." Through four generations of thinkers and doers, his work tells the story of a particular Polish strategic idea that emerged after the partitions of the Polish-Lithuanian Commonwealth which stated that if Poland is to regain its independence and then defend it, Polish leaders and society need to recognize the national movements of Ukraine, Belarus and Lithuania as legitimate and turn them into allies, not enemies. In 2024 and 2025 he served as advisor at the Ukraine desk of the Chancellery of the Prime Minister of Poland and the Foreign Affairs Committee of the Polish parliament. Among other projects, he authored Poland's official government report on aid to Ukraine titled "Polish Aid to Ukraine 2022-2023" which was published by the Chancellery of the Prime Minister and directed programming of "Polish Security Week," the largest Polish parliamentary delegation to Washington, DC in a decade which took place on July 13-18, 2025. His writings on the history and politics of Eastern Europe were published, among others, by POLITICO, National Review, Newsweek, New Eastern Europe, The National Interest, the Bulletin of the Atomic Scientists and American Purpose. He graduated in 2021 with First Class Honors in International Relations from the London School of Economics. Between 2018 and 2021 he worked as senior researcher to Dr. Niall Ferguson at the Hoover Institution, assisting in research for the second volume of the Henry Kissinger biography.
